Peer Review Process

Seltics Journal: Scope of English Language Teaching, Literature, and Linguistics Journal applies a double-blind peer-review process to evaluate the quality, originality, validity, and scholarly contribution of submitted manuscripts. In this system, the identities of authors and reviewers are concealed from each other throughout the peer-review process.

1. Initial Editorial Screening

All submitted manuscripts are initially examined by the editorial team to determine their suitability for the journal's focus and scope and their compliance with the journal's submission requirements. The initial screening may include an assessment of originality, relevance, manuscript structure, completeness, and compliance with publication ethics.

Manuscripts that do not meet the journal's basic requirements or are outside its scope may be rejected without external peer review.

2. Double-Blind Peer Review

Manuscripts that pass the initial editorial screening are generally sent to two independent external reviewers with relevant expertise in the subject area.

To maintain the double-blind review process, author-identifying information must be removed from the manuscript files provided to reviewers. Reviewers are not informed of the authors' identities, and authors are not informed of the reviewers' identities.

Reviewers are asked to assess the manuscript's originality, methodological appropriateness, validity of the analysis and findings, clarity of presentation, quality of references, and contribution to the relevant field of study. They may also identify ethical concerns, inadequate citations, or similarities with previously published work.

Reviewers provide constructive comments and recommendations to assist the editor in making an informed editorial decision.

3. Editorial Decision

The editor makes the final decision based on the reviewers' reports, the manuscript's scholarly quality, its relevance to the journal, and the journal's editorial policies. Where necessary, the editor may seek additional expert opinions or clarification.

Possible editorial decisions include:

  • Accept: The manuscript is accepted for publication, subject to any applicable final editorial requirements.

  • Minor Revision: The authors are asked to make limited revisions before a final decision is made.

  • Major Revision: The authors are required to address substantial concerns before the manuscript can be reconsidered.

  • Reject: The manuscript is not accepted for publication.

A revision request does not guarantee acceptance. Revised manuscripts may be returned to the original reviewers or assessed by the editor, depending on the nature of the revisions and the concerns raised.

4. Revision and Resubmission

Authors are expected to respond to reviewers' comments carefully and revise their manuscripts accordingly. A revised submission should include a clear response to each comment and an explanation of the changes made. Where a suggestion is not followed, the authors should provide a reasoned explanation.

The editor evaluates the revised manuscript and determines whether further revision, additional review, acceptance, or rejection is appropriate.

5. Confidentiality and Objectivity

Submitted manuscripts and peer-review reports are treated as confidential throughout the editorial process. Reviewers must not disclose manuscript content or use unpublished information for personal or professional advantage.

Reviewers are expected to provide objective, constructive, and evidence-based assessments. Any potential conflict of interest must be disclosed to the editor, and reviewers should decline assignments that could compromise their impartiality.

Editorial decisions are based on scholarly merit, the reviewers' assessments, and the journal's policies rather than the authors' personal characteristics or institutional affiliations.

6. Final Editorial Responsibility

The editor retains responsibility for the final publication decision. The peer-review process is intended to support rigorous scholarly evaluation, improve manuscript quality, and maintain the academic integrity of articles published in Seltics Journal.
